ASA5505 Security Plus

I have a customer that has purchased an ASA5505. They have 4 interfaces (internal, Internet, Ethernet to a branch, and DSL for backup to the branch) It appears that to create 4 VLAN's, they need the Security Plus License. Is this correct? I do not want them to purchase it if it is not necessary. Basically all vlans need to get to each other w/ the exception of the DSL back does not need to get to the Branch interface.

In routed mode, you can configure up to three active VLANs with the Base license, and up to 20 active VLANs with the Security Plus license
