ASR903 SYSTEM UPGRADE

I have created the DIR BOOTFLASH:/ISSU and STBY-BOOTFLASH:/ISSU

but I can not expand I get the following msg

Failed could not copy package files bootflash:ISSU check media

any help

I found the reason why we get this error. The problem is not having sufficient space in bootflash:. I deleted the unwanted files and retried and it worked.
