Can I make single context failover preemptive

Hello,
I have two firewalls in layer 3 mode, single context, active - standby.
Is it possible to make the primary after a failure to become active again, without having to type failover active?

No.
Preempt only work in Active/Active failover mode.
Active/Active work in multiple context mode.

That is correct. Preempt is only available in multiple context act/act mode. Pls. refer to the table in the below command reference link below:
