Can't ping ASA5540 outside interface

I'm unable to setup a remote access VPN (Cisco Hardware VPN 3002) to an ASA5540. Keep getting an error connection terminated for peer Reason: Peer Terminate. While troubleshooting, I noticed that I am not able to ping the ASA5540 outside interface from the internet. I've added permit IP any any ACLs on the outside int (on both outgoing and incoming for troubleshooting purposes), but still can't ping. If I do a packet trace, it fails and reports its because of the implicit deny. For some reason, it just bypasses the permit statement. Any ideas?

Try the 'icmp permit any outside' command.
