We have a requirement to purchase the Cisco CSS content switch and take advantage of the "sticky" function.

Where would one put a CSS on the network, is it best to go on the DMZ or one of the internal vlans?

If you're load balancing services through a DMZ (ie public users), then in the DMZ. If you're load balancing services to internal users only, then inside will work. Just as an FYI, the ACE will be replacing the CSS soon, so you might want to take a look at them instead.
