It depends on your FMC.
FMC hardware appliances are not licensed per managed device - they are only subject to the hardware limitations.
FMC virtual appliances are licensed in 2- 10- or 25-device tiers.

The entry level license is the 2-device one. Part number SF-FMC-VMW-2-K9. List price US$500.
