Is there any simulation software for Cisco IPS to make practice implementation?

There is no simulation software with the latest version, however, you can download the lastest version of ASDM (demo) software and since ASA can be added with IPS module, from the ASDM demo mode, you can browse to the IPS configuration section.

This will give you an idea on how it looks like, however, you can't test real traffic going through.

You have as well IPS Manager Express (IME) that have a simulation mode.
