4.5 is really old, so i can't remember when if this was introduced in that version, but in the current versions, licenses get reclaimed after 60 days of inactivity per default. 30 days, it gets put in a recycler, and then removed completely after another 30. But if you know the machine names, just delete the hosts from the csamc.
