I was wondering if there is a power failure, will the PIX 515 fail opened or closed?

Do you mean "will traffic be wide-open or closed-shut through the PIX in the event of a power failure"?
No traffic will get through any layer-3 networking device that I'm aware of if it has no power, including the PIX.
