Dynamic sharing of bandwidth in Cisco ASA 5550

I have a ASA5550 and I need to perform a per-user bandwidth management, I would like to share certain band to be divided equally among the users. Example 10M to 2 users = 5M for each, if 10M to 10 users = 1M for each. This so dynamic range for ips no need to set this per user bandwidth.

Is this possible?

No.

The closest you could do is policing and create lots of classes, 1 per IP address.  Painful.
