Have you encountered this strange behaviour on VMS MC 2.3?
We just finished upgrading to VMS 2.3 and notifications or email send from this server go to never never land. When testing Telnet to mail server on port 25, we got "Could not open a connection to host on port 25: Connect failed."
Also tried to stop all VMS services and tested the same command again without success. Never had this problem on older VMS versions.

Ours works fine after we upgraded. What are you running on the VMS?

Please check that any firewall or virus scanning software is not blocking port 25.
