ERR_CONNECTION_REFUSED to websites with HTTPS

Hello all,

I am having an issue where I am getting a ERR_CONNECTION_REFUSED whenever I visit a website without HTTPS in the URL. I have narrowed it to the firewall blocking the traffic because the direct connection to the internet via the modem doesn't cause the error. Can anyone assist me in resolving this issue?

We would need to know something about what kind of firewall is in the path and what its configuration is.

What would need to know? I have an MX84 firewall.

Has it ever worked?

Are any other clients able to connect through the same firewall?

What do the firewall connection logs indicate when you are being blocked?

Yes, it has worked before. 

Yes, the issue is happening on all the clients connected to the network, even clients connecting via AnyConnect VPN.

No, The logs don't indicate the site being blocked.

FYI if I visit the website and manually type out https in front the site loads but if I do it without then it would show that ERR_CONNECTION_REFUSED error.
