can we use management interfase as a failover pair?

You should be using the fastest interface of the ASA for failover. Management interface is only 10/100, and there is gig interface on ASA5540.
Here is the URL for your reference:
http://www.cisco.com/en/US/docs/security/asa/asa80/configuration/guide/failover.html#wp1051759
(Go down to the "Failover Interface Speed for Stateful Links" section, and it mentions that you should be using the fastest interface on the ASA).
Hope that helps.

To add to halijenn's suggestion, the management could be used only if our connection rates are low (so that the replication traffic going through the failover interface is not too high) or if you are not doing any stateful failover at all.
