Use the upgrade file.
The second one (ending in "SPA") is for a new build on the device (re-imaging).
That said, you would be better off upgrading your FMC to 6.6 and then the same with your 2130. 6.6 is a better release and faster. If your FMC is a VM is does require more memory though (28 GB).
