FirePOWER static user mapping

I have a site that does not use AD and has static IP addresses for all devices.  I am looking for a way to statically map users to IP addresses in Management Center.  Is there a way to do this or use the agent but trick it somehow into using a static database?

You can create an object for each user or group of users and reference the objects from the rules.

Not very scalable but in case of static addresses it works fine.

Thank you, I am able to use objects to create rules but I was hoping to see the users in the monitoring and reporting, but it doesn't look like it is possible without AD.
