Number of users is not an adequate metric to use when sizing a FirePOWER system.

You will need to have some idea of the anticipated throughput and which features you intend to use (IPS, URL filtering and/or AMP).

If nothing else, use your total Internet bandwidth as a starting number.

plz, do you have method to measure throughput at DMZ for example?

Almost any basic network management system will measure the utilization over time. If you don't have an existing one, download and install an open source or trial version (both free) and add your relevant interfaces to it for measurement.

Products that can do this include Cacti, PRTG, OpenNMS, Solarwinds Network Performance Monitor, etc.
