If i view a connection event that is showing up with an action of "block" can i on the fly enable just that connection without white listing the ip for all connections?

Could you please elaborate a little more about your question.

Did you mean whitelisting a single ip for any specific  url which is blocked ?

If you want enable the allow for any specific connection you can create a separate rule.
