Can you check if you have ftp inspection under the default policy-map?
If not please enable it and test again.
If yes, then reproduce the failure and enable "debug ftp" to see what the debugs have to say. Also check the logs to see if the ftp data channel is blocked.

Thanks PK! I enabled policy inspection for FTP which seems to have done the trick. I'm now able to hit the root of the FTP Server via Web Browser, Graphical FTP Client, etc. Thanks again - so much.
