A bit of background, I am running Redundant FWSMs in Mutli-Context Routed Mode. Currently the FWSM has 6 partitions, each with at least one context, but some have more space if I issue a "show resource acl-partition".
Is there anyway to designate which partition a new context will be created on?
If I delete/add a context does it require a reload?
FWSM Version is 4.0(15)

You can allocate a context to a partition with "allocate acl-partition". See this guide. You should also take a look at this CSC doc if you haven't already.
Adding or deleting a context does not require reload. (Changing the number of partitions does.)
