Is it possible to send an SNMP trap when one of the services on the IDSM2 stops running.

It is possible to send an SNMP trap from IDSM2. The document Configure E-mail Notifications with Scripts for IDS Alerts Using CiscoWorks Monitoring Center for Security has a sample configuration for the same.
