No IP addrs available for PIX client VPN

Does anyone know what will happen if there are no IP addresses available to assigned someone using the Cisco VPN client via dial-up? In other words, will the PIX still establish the VPN connection and assign an IP address eventhough on is not available?

I feel the connection will not be established. Only once an IP is released by one of the other connections will this new connection be established.
