Yes, you can.
If you have a aaa server:
aaa-server-server bob protocol radius
aaa-server bob inside host 1.1.1.1 cisco
aaa authentication serial console bob
If you want to do local authentication:
aaa authentication serial console LOCAL
user bob password cisco
