i know how to add a time-range to ACE,but

dn't know how to add a time-range to application layer protocol inspection and

service-policy?

you must create an ACL statemet like any other and add the time-range option at the end indicating the time-range configuration you want to work with. For furhter details and examples please check: access-list extended
