Does anyone know of a way of translating from http to https ..
would this work

further information
we need away to somehow convert http traffic entering the "inside" interface to be converted to https traffic when leaving the outside interface ...
I cannot go into it in any great detail other than it is a goverment security requirement

This is not possible as far as i know. HTTPS is a client/server protocol. What you are asking the firewall to do is to take in unencrypted http traffic and then authenticate and encrypt the traffic before sending it out and decrypting the traffic before sending it back.
You could run a L2L IPSEC tunnel and tunnel the http traffic through that.
