Are you using an ASA?
Then you are quite limited as you can only limit the active connections and polie the traffic to a destination-rate in bps. Both are configured with the Modular Policy Framework. But to my knowledge there is no way to configure a rate-limit in pps.
On an IOS-router you have much more flexibility.
