version 7.9
Cisco Adaptive Security Appliance Software Version 9.6(4)23
Device Manager Version 7.9(2)152
the client machine has java version 8 installed
tried below solution but no luck

- For some reason 7.9 is no (longer) presented in : https://www.cisco.com/c/en/us/support/security/adaptive-security-device-manager/products-release-notes-list.html , I would suggest to try with 7.10 or onwards, check if problems persist or not

The problem is that your more modern browser doesn't support the older TLS 1.0 that the ASA is trying to negotiate as a cipher suite.
You may be able to work around for now by using Internet Explorer; but the better solution is to upgrade both the ASA and ASDM software to a current release.

Can you share the output from the ASA cli of "show run ssl" and "show ver | i 3des"?

Cisco's Adaptive Security Device Manager (ASDM) is the GUI tool used to manage the Cisco ASA security appliances.
You can download ASDM from cisco.com or from your ASA itself. You can then run it inside a browser or download the ASDM launcher so it runs as its own application on your PC.
Or
Try Tor Browser.

we have another PA FW and it was blocking the asdm http page
