unable to add nac server to manager..

I've been able to add only 1 server to the manager..every other time it immediately gives back the following error:

Failed to add server: Could not connect to <server_ip>

...the server is pingable from the manager. this is a fresh install of 4.1.3.1. licensing is fine.

i've verified the shared key - but if those were different, would i get a different error? this happens on a total of six servers that i'm unable to add.

no, you wouldnt get a different error at all. i would also verify that the cam and cas time is sync'd within 300 seconds of each other. i would re-add the shared secret to be safe again.
