Upgrade from 8.2 to 9.X

I have a customer I will be upgrading the code from 8.2 to a 9.x. I believe I need to go to 8.4 then 9.X 

Is there a too that cisco provide to migrate the configuration over to the newer 9.x code

You are right, you need to upgrade to 8.4.6 and then to 9.x, refer to the upgrade path section in below document:

TAC might be able to help you migrate the config but since the config is migrated automatically, you can do it on a spare ASA and review it. Below docs will be helpful:
