If you've recently purchased a Cisco IDS/IPS appliance, it should have included a CD-ROM containing VMS Basic.
This is a version of VMS that is restricted to only five IDS/IPS sensors. Otherwise, it is the same as VMS.
In effect, this could be considered an evaluation copy, though it is more than sufficient in environments where you won't have to worry about managing more than five sensors...

You can download a fuly working version of Ciscoworks VMS from the CCO website (provided you have a valid CCO account). This is the same as the version they sell, except the trail key times out after 90 days. You can't re-install it on the same server without reloading the OS.
VMS and IEV are similar, but definately NOT the same thing.
