The sensor is inline and the webserver app has stopped. Also I am unable to create the service account because of an error: setenableAuthenticationtokenstatus: failure setting the account's password. Any ideas?

The ACS will log the failed authentication in the web interface under Reports and Activity > Failed Attempts > Failed Attempts XXX.csv with the Authentication Failure-Code similar to "EAP-TLS or PEAP authentication failed during SSL handshake.
In the logs on the ACS web interface, under both Reports and Activity > Passed Authentications > Passed Authentications XXX.csv and Reports and Activity > Failed Attempts > Failed Attempts XXX.csv, PEAP authentications are shown in the format

You should log into the sensor via ssh with the cisco account (if possible). Then type reset at the prompt (this restarts the application and should still pass traffic). If it doesn't work, create a service account user (username blahblah password blahblah privilege service). Then log into the service account via ssh and su to root (retype service account password). Then type reboot to reboot the operating system. If this doesn't work, you can try a hard reboot...
