What will be the effective licence count if ASA 1 is having 100 users and ASA 2 is having 100 users on active/active mode in 5540

You cannot use any vpn functionality including webvpn if you have active/active failover.

I am sorry but that is incorrect, you can use vpn's in an active/active configuration.

To answer your question it would be 100.

active/active failover only possible if you use contexts.

If you use contexts you have no VPN.
