Core issue

This message indicates that a module cannot be powered up because there is insufficient power supply capacity available. The Supervisor Engine monitors the power consumption of the modules during boot. 

As the Supervisor Engine attempts to power up a module, it compares the module power needs with the remaining capacity of the power supply. If there is not enough power supply capacity remaining, the Supervisor Engine doesnot power up the module.

Resolution

Make sure that the power supply has adequate power to fulfill the power requirement of the modules installed by issuing the show environment all command to display environmental, temperature, and inline power status information.
