i have tried the opendns updater, marcs updater, dns-o-matic and even a mikrotik script in my router and none of them seem to update the IP in the dashboard.
i do get a error 911 with marcs updater, dns-o-matic and the mikrotik script.
here is a export from nslookup
nslookup -type=txt debug.opendns.com.
Server: resolver1.opendns.com
Address: 208.67.222.222
Non-authoritative answer:
debug.opendns.com text =
"server m9.syd"
debug.opendns.com text =
"flags 20 0 70 7950800000000000000"
debug.opendns.com text =
"originid 0"
debug.opendns.com text =
"actype 0"
debug.opendns.com text =
"source 121.45.xx.xxx:65x28"
http ip and dns seem fine and if a manually set ip in dashboard website blocking works.
this has me stumped
any help would be great :-)

Error 911 is normally nothing being retured by the update services. This is the list of return codes:
https://support.opendns.com/hc/en-us/articles/227986527
But Dyn knows about an error 911: https://help.dyn.com/remote-access-api/return-codes/
"There is a problem or scheduled maintenance on our side."
Let's try to reproduce it. Visit the following URLs in a web browser and let me know what exactly they return:
(You'll have to authenticate with your OpenDNS (= DNS-O-Matic) credentials.)
https://updates.dnsomatic.com/nic/update?hostname=YourNetworkLabel
(Wait a minute or two.)
https://updates.opendns.com/nic/update?hostname=YourNetworkLabel
Now post the output of your command above again:
nslookup -type=txt debug.opendns.com.
And also visit https://dashboard.opendns.com/settings/ to see what the status of your network is.

https://updates.dnsomatic.com/nic/update?hostname=YourNetworkLabel gives "good 121.45.17.168"
https://updates.opendns.com/nic/update?hostname=YourNetworkLabel gives "911"
nslookup -type=txt debug.opendns.com.

Post a screen shot of https://dashboard.opendns.com/settings/
Mine looks like this:
Also ensure that you have checked "Enable dynamic IP update" under "Advanced Settings".

Dynamic IP is enabled. The IP was 121.45.17.168 at the time of the tests but if I reconnect my modem and get a different IP then run those two addresses the opendns one gives a 911 error

What do you mean by "run those two addresses"? This doesn't sound right.
Your label could be too long, so try with another label like "home". Currently your previous IP address is still registered (bold), and your current IP address is the other below. You can manually update by clicking the green arrows. An automatic update did not take effect yet.
If this persists, you better raise a support ticket with OpenDNS, because of the "911" it could also be that they have a problem with one of their update servers in your part of the world, probably Sydney. I as user cannot help in this case.

Yes, this was clear to me. Not new information but the same as before. Again, open a support ticket with OpenDNS.

Have done. just waiting for a response :-)

It takes up to 72 hours on workdays, sometimes longer, depending on the number of tickets they have to work.

So yeah after dinking around. My delema was that the network needed updating. Once I added my current dynamic IP under settings add/manage networks. !yours appeared. 911 means you haven't setup the network in the portal.
