I am troubleshooting an ATA 190. The unit in question has the 2 phone LEDs blink on and stay on for about 15 seconds then of and stay off for about 15 seconds. When the lights are on, there is no response to off hook. When off the device will go off hook. The manual indicates that the phone line lights should stay on after startup. This issues results in the FAX not getting a dial tone.
My question is, are the phone line lights blinking like this normal operation?
Device is registered with UCM and the network is stable.
