Hi,
I was wondering if the command "ip local-proxy-arp" has any impact on the performance of a box.

If you ask the question in absolute terms, then yes the local-proxy-arp will have "some" impact on performance. The local-proxy-arp enables the router to respond to some ARP requests that it normally would not respond to. So it is doing some work that it would normally not do. Also the local-proxy-arp disables ICMP redirect, so the router will continue to forward some traffic which is might otherwise get the end stations to communicate directly. So yes the router is doing some extra work and therefore will have "some" impact on performance.
If you ask the question about how much impact it will have, it would not be able to know without knowing a bit more about the topology, the enviromnent, and the expected traffic level. But in general I would expect that this would not have a large impact.
