We have machines, connected with RS232 connector, using a private protocol above it. We want to connect each machine to a router, encapsulate it and forward it through a frame-relay network. is STUN a valid solution ? if not, is there any solution using Cisco router as the RS232 GW ??

Two other alternatives to look at (depending upon the specifics of your application)...
1 - Reverse telnet (if the application can be depended on or modified to issue an adequate triggering string).
2 - Protocol translation (a way to automate #1).

Pretty much any terminal server should do what you're looking to do (RS232-ethernet->frame-relay). A 2600 with an async mod would do the job nicely.
If the other end (the far side of the cloud) is also RS232, it's a little trickier.
How many RS232 ports do you need, and what does the other end of the connection look like? Is it other RSS232 connections or is it going to a computer (via Ethernet or other LAN protocol)?
