Is it possible to not have to enter the level 15 password when pulling a file from flash?

I have entered the following commands on my router:

ip auth-proxy auth-proxy-banner file flash:login.html

It works mostly great. However, this html file loads a picture from flash. To be able to retrieve this file, it asks me for level_15_access. Is it possible to change the privilege requirements for a directory in flash? If I am not clear please let me know. Thanks for your help.

Use the following example for single user.

username one privilege 15 password one

User one is given privilege Level 15 (L15) and can execute all L15 commands

This would work, but I do not want to give users a level 15 password and privelage on the router. I guess what I am trying to do is make sure that the files in flash dont require level 15 access.
