can i used my router to monitor bandwidth given to me by my isp. and also can i used it to restrict users files,and process.

google for "MRTG" , it is an open source package that can query devices, like cisco routers (that have SNMP enabled), and make graphs.

There is a great little program called "Cacti". Its MRTG/RRdTool in a real easy to use interface. Iv used it at many companies works GREAT!
