What is a valid certification?

Recently, on 07-Feb-2018, my CCNA Routing & Switching expired.

My question is: can I get CCNA Security Certification having my CCNA Routing & Switching expired?

No.

Even if you take and pass the CCNA Security exam, you will not hold the certification unless you also have a current CCNA Routing and Switching certification.
