What does it means "Serial0/0 is administratively down, line protocol is down" how can I fix it?

By default, all interfaces on a router are in shutdown mode. Depending on what you are running over this interface (I.e. frame relay, x25..) configure the interface , and then enter no shut...that should do it

That means Serial interface 0/0 is turned off. You can issue no shutdown command to turn it on.
