CSA outlook.exe envoking regedit.exe

This is the message I am getting:

The process 'C:\Program Files\Microsoft Office\OFFICE11\OUTLOOK.EXE' (as user LOGOSINC.NET\MSnow) tried to open/read the file 'C:\WINDOWS\regedit.exe' and was denied. Details Rule 543

Is there anyreason for outlook to envoke regedit?

I've seen it happen when users open Office attachments. Had to create an exception in the email rules.
