error 414; connection failed

When trying to connect to a Cisco VPN Concentrator (Tax dept) with the Cisco VPN Client Rel 4.0.5. We get the following reason 414: Failed to establish a TCP connection. Now in looking up the reason it document ID 48160 states this may be due to using TCP and that we should try UDP. I have the Proxy 2 settings to use ports 500, 4500 and 10000 all on UDP and still we cannot access the router. I've included the log from the VPN Client hoping this would help.

UDP fragmentation errors on the conenction could be one source of the problem. Another could be the presence of firewalls or routers with access-lists that are not letting the required packets through.
