We are working with an end customer to register their recently bought licenses for Base and TMC (Threat, Malware and URL filtering) features on FPR. He is using a Satelite server (CSSM on-prem) to activate Smart Licensing to all of his Cisco's products. We are having issues with TMC licenses because they are not being consumed/used by FMCs (two servers, a physical appliance and a VM) and are not getting applied to FPR appliances. FMC already appliade base licenses on all FPR, just the TMC licenses are not getting applied.
One difference on both FMCs is that VM shows a "Re-Authorize" button on licenses dashboard, VM doesn't show that button. However, even when clicked on "Re-Authorize" it just do a synchronize process and then page is reloaded but nothing changes, it still shows out-of-compliance licenses.
We double checked licenses on Smart Account and local virtual account on Satelite server and licenses are in correct place.
We already tried to re-register FMCs on Satelite server but there was no change on licenses.
This end customer was working fine with past licenses, they were registered on FMC and applied without issues, they expired and after bought this licenses started this issue with FMC. He doesn't renew past licenses, bought new ones that were assigned to its Smart Account.

Have you checked license usage under Devices? I've seen it multiple times in the past once license expires, it gets automatically deassociated from the device. Once you get back to license compliance, it doesn't get back to devices, rather you need to go back and to activate each functionality one by one.
