LoadBalancing and changing the config of the cluser

Is there any way change the config on the master and have it propagate that to the rest of the cluster so I dont have to change the config on each VPN concentrator manually. IE. If I add a new user, I dont have to have to go to each VPN concentrator and do this. I would just like to make the change once on master. Has anybody done this or know a way to do this?

noneLoad balancing is effective only on remote sessions initiated with the Cisco VPN Client (Release 3.0 and later) or the Cisco VPN 3002 Hardware Client (Release 3.5). All other clients, including LAN-to-LAN connections, can connect to a VPN Concentrator on which load balancing is enabled, but they cannot participate in load balancing.
