Radius Expiry using Microsoft IAS

I am using a 3005 VPN with 3.5.3 software to authenticate to a Windows 2000 Server running IAS pointing to a NT4 domain. It works great except when a users password expires and they try to change it, I get the following message at the client and in the event log "New password does not meet requirements"

Do I have to have active directory for this to work?
