You might want to check out 3rd party nms systems to get a feel for products and what they are capable of.
NetTasking Inc has a great product called MAX, that gives you realtime monitoring, reporting, alerting etc and integration with systems such as HPOV, RMON Probes, SNMP, WinNT WMI etc.
