RP/0/RSP0/CPU0:May 3 18:09:04.918 : arp[120]: ARP-EVENT: Ignoring replicated ARP entry update due to IDB being incomplete whilst ARP is in the Primary Role for if: Bundle-Ether1.212, addr: 10.192.20.2.

Hello Erico,
in IOS XR the device for example an ASR 9000 operates in a fully distributed manner.
This can be seen in show ip arp because it provides ARP entries for the same IP address on each route processor and each linecard. So you get multiple output lines instead of a single one.
In your case the message error looks like to say that an ARP entry update has been ignored because the specified logical interface descriptor (IDB) is incomplete.
This may have an impact on your network or not.
From personal experience if you are using a cluster of two ASR 9000 you should manually configure the local MAC address for each bundle interface and for each BVI interface. This is highly recommended to provide consistency across route processor switchover located on different chassis.
