I have 2 links to diffrenent ISPs. Running BGP as well on both links.

How do I configure the BGP so that link 1 to ISP 1 will always be the preferred link for outbound traffic?

Use local preference.

to outweigh ISP1 over ISP2.

If it is one Cisco router with two links (one to each ISP), then you can use Weight. Set a higher weight for ISP1.
