Have two net works and them to communicate

I have a Cisco 1900 series router.

I have a network 10.10.13.xx  and 10.2.21 xx and I want to be able to communicate with either ip across the network.

Here is a screens hot of my current config. I know its something easy and I am missing if someone can help me out I would be very thankful.

I tried the below like suggested and still nothing

Looks like you have the ACL's applied to the wrong interfaces.  

Change the access-group statements to below and it should work:

int g0/0

 ip access-group 101 in

int g0/1

 ip access-group 102 in
