You're going to need a different IOS version. The Universal IOS is licensed based off of what features you want. You'll need , at minimum, the data version and not the base version. If you do a "sh ver" on your router, you'll notice a table of features. If they say none by the item in the "Technology" column, then your IOS doesn't support those features. So, in the data row, you should have "datak9 Permanent datak9". If you have none in all 3, then you need an upgrade.
